feature freeze on friday
Hi all,
Let's do a feature freeze for 0.14 on Friday 7/13 at 5pm. I also
would like to change the process a bit so that after 0.14 is
branched, we change the default version string in build.xml to
"0.15.0-dev" rather than "0.14.1-dev" to better reflect that the
trunk is not expected to become 14.1.

A friendly reminder to review issues in Jira. Once we freeze and
branch, we'll only apply blocker patches to the 0.14 branch. The
"blocker" priority should primarily be used for regressions: things that
worked in the prior release but are now broken. All non-blocker issues
currently assigned to 0.14 will have their "Fix Version" unassigned.
