Adopt Docusaurus as website framework

Hi,

So far, we built the website[1] with Apache Website Template. It's a good
fit in Apache requirements.

However, I don't know whether we have enough committers familiar with this
framework. Said I'm going to bring our supported commands document to the
website, it's confused where the files should be placed and how to modified
the navbar. Also, since an important portion of users speak Chinese, I'd
like to maintain a multilingual website, but I don't know how to achieve
it, too.

Several podlings using Docusaurus as the framework to build their
website[2][3]  and so do some top level projects[4][5]. I'm familiar with
those stuff and how to achieve targets listed above, while learn from those
examples to keep in a good fit of Apache.

Thus, I'd like to ask that whether we have experienced developer to
maintain the website. And if so, I'm glad to cooperate with them to
bringing our docs there. Or we can adopt Docusaurus as website framework
for the same purpose.

I volunteer to prepare a patch for such switch but it does take spare time
among several days. So I'm asking on the mailing list first.

But yes, the critical part is our content :)

Thanks for involving me here. Great works about website upgrade. I would
like to add this guideline to reference other incubating projects if no
other guys prefer to do that.

Docusaurus is a good framework (I didn't use it so much, but I got
positive feedback).

+1 to use it, and if needed, we can ask help to other podling (I'm
involved in InLong, Pulsar, DevLake ;)).

After a brief look at the documentation, I feel this is a great
documentation site generator!
It looks more modern, feature-rich and has a nicer UI than the current one.
I probably do not have much front-end experience, though, I will give some
support to the new site when I have more free time!
