We should have cython wrappers for [https://github.com/apache/arrow/pull/2546]

This is related to support for https://issues.apache.org/jira/browse/ARROW-4223 and https://issues.apache.org/jira/browse/ARROW-4224

I imagine the code would be similar to https://github.com/apache/arrow/blob/5a502d281545402240e818d5fd97a9aaf36363f2/python/pyarrow/array.pxi#L748
