The license template here, http://www.apache.org/legal/src-headers.html, differs from the template here, http://www.apache.org/licenses/LICENSE-2.0.html#apply.

The later includes this line at the top while the former does not.

   Copyright [yyyy] [name of copyright owner]

http://incubator.apache.org/flex/license.html also includes the copyright in the Appendix.

I assume http://www.apache.org/legal/src-headers.html is correct and the other two pages are wrong and should be corrected.

I am very surprised that the copyright template that every project publishes includes a line for a non-Apache copyright in the template.

The template in the license file is just instructions on how an ordinary user can apply the license to their own work.  It does not require a copyright notice -- it is just the same kind of template you see in most generic open source licenses.

The instructions on what source headers to use at the ASF is *our* policy.  Copyright notices of individual copyright owners are not listed because it is impossible for us to make them accurately reflect all contributors (and not just the annoying ones who insist on credit be given to them in every single file they touch) and yet we can't claim copyright ASF on individual files because we have to add original work within the scope of that claim before it can be legally applied.  Therefore, we move all notices to the NOTICE file with permission of the copyright owners, so that their legal standing is assured without leading to battles over who gets the most credit in each and every file.

Generally speaking, the ASF requires that such notices be moved when entering incubation, since lawyers only agree to it when we are doing *them* a favor by taking responsibility for the project.  We require it for social reasons: volunteers won't work on software files that have a big sign on top saying their work is owned by BigCo, Inc.

In other words, LICENSE-2.0 contains documentation for outside orgs using the license.  src-headers.html contains requirements for projects hosted by the ASF.
