RM shutting down can happen due to too large diagnostics message.
if zk-state-store is used, ApplicationStateData can not be exceed 1MB, which is the limit size of a znode.
diagnostics message can be large when finishing an app, which a ton of containers was allocated.
the maximum size for diagnostics message must be configurable.
