tomcat servlet

I am trying to use the servlet on tomcat 4.0
 
I put the fop.war file into the webapps dir.
 
it is my understanding that to get tomcat to unpack the war file you have to
add a line to the server.xml file. the line I added was this
 
 <Context path="/fop" docBase="fop" debug="0"/>
 
either I put it in the wrong spot or am doing something else wrong.
