I don't understand why the attachment is being enclosed by <HTML> and
</HTML>.  We don't do that.

Please attach (not cut and paste) the following:

 - an example spam that triggers this problem
 - any local settings you have modified (hopefully confined to local.cf
   and user_prefs)

Also please specify the command line and any command line options you
are using.
