I have the same problem: when I'm stopping the Tomcat 8.5.9 server with my application (that uses Apache CXF 3.1.9) I get next 'severe' messages:

26-Jan-2017 12:35:18.941 SEVERE [localhost-startStop-2] org.apache.catalina.loader.WebappClassLoaderBase.checkThreadLocalMapForLeaks The web application [ROOT] created a ThreadLocal with key of type [java.lang.ThreadLocal] (value [java.lang.ThreadLocal@5af51815]) and a value of type [org.apache.cxf.BusFactory.BusHolder] (value [org.apache.cxf.BusFactory$BusHolder@119f80ac]) but failed to remove it when the web application was stopped. Threads are going to be renewed over time to try and avoid a probable memory leak.
