Session cookies

I'm running:
Tomcat 3.2.1
Apache 1.3.19
Red Hat Linux 7.1


I have noCookies set to false in server.xml.

I have a servlet set a session attribute, but when I go to a static webpage 
and do a document.cookie.length in a javascript it returns 0
How can I have the web page see the cookies from my servlet?
