[I] OOMErrors when assembling jars using the archiver (on Java21) [maven-archiver]

### Affected version
3.6.5
### Bug description
caused by plexus-archiver use of VT.
https://github.com/codehaus-plexus/plexus-archiver/issues/399 was fixed upstream in https://github.com/codehaus-plexus/plexus-archiver/pull/408 released in plexus-archiver 4.10.4
Plexus-archiver has already been bumped but that is not in any release.

Never said it was. The OOM of a consumer of maven-archiver latest release is a bug.

With maven-archiver yes as it's not picking that up.
https://github.com/jenkinsci/maven-hpi-plugin/pull/849 fixed it in my project but this is an anti pattern as introduces tech debt by managing a transitive dependency (potential for declaring a dependency that may be uneeded in the future, or pinning a lower bounded version than may be needed in a future of maven-archiver)
