[VOTE] Release apache-singa-4.0.0
Hi all,
I have created a build for Apache SINGA 4.0.0.
The release note is at
https://github.com/apache/singa/blob/master/RELEASE_NOTES
The artifacts to be voted on are located here:
https://dist.apache.org/repos/dist/dev/singa/4.0.0.rc0/apache-singa-4.0.0.rc0.tar.gz
The hashes of the artifacts are as follows:
SHA512:
b220a59d75ff7e30f513562bd343b54651bc4b2bf4d5e03ee25ee3e2cfb50f28b7607bae2aef4ea599fb97cd599ac71fe423de7948f339abfceb1b372cad4207
Release artifacts are signed with the following key:

The signature file is:

The Github tag is at:

I think the gitignore and gitmodules should just be removed from the
release tar file.
For others, they are created by ourselves.
We can put them into the NOTICE file in the next release as indicated here
