[PROPOSAL] New Project for WSUI

Hi Folks,

The PMC has been approached by Epicentric about the donation of their
WSUI reference implementation.   The PMC's initial  feeling about this is
favorable, so we are bringing it to the project committers for their input.

more information on WSUI, you can look at the www.wsui.org web page.
