[PR] Veeam BnR : Fix for error in remove backup offering [cloudstack]

### Description
This PR fixes https://github.com/apache/cloudstack/issues/9896
Issue was that veeam /jobs/ api was being sent with 'null' value.

@abh1sar a [SL] Jenkins job has been kicked to build packages. It will be bundled with KVM, XenServer and VMware SystemVM templates. I'll keep you posted as I make progress.
