The patch addresses Sentry Server side functionality only. To test this end to end we still need HMS support.

The patch includes the following:

* {{CounterWait}} class that provides core functionality for synchronization between waiters and processor {{HMSFollower}} and a unit test for it.
* {{SentryStore}} plumbing
* Implementation on the Thrift side in {{SentryPolicyStoreProcessor}}
