Query about web services

Dear all,

This query is not technical  .The whole idea of web services as i see it is
where the objects live on the web and do powerful things like booking an
airline reservation, validating a credit card, or initiate a purchase
order.But i being a developer of web services will have to have some sort of
an agreement with an airline agency to access
their database so that i can set up an service which provides air line
reservation information.The same would apply for validating a credit card
etc.How do i go about doing it.
Please advice me about this.
