[Vote] Release Maven Plugin Tools projects

Hi,

The Maven Plugin Tools projects are ready to be released. It includes
the following sub-projects:
* maven-plugin-plugin-2.4
* maven-plugin-tools-beanshell-2.2
* maven-plugin-testing-harness-1.2
* maven-plugin-tools-java-2.2
* maven-plugin-tools-2.2
* maven-plugin-tools-javadoc-1.0
* maven-plugin-tools-ant-2.2
* maven-plugin-tools-model-2.2
* maven-plugin-tools-api-2.2

We solved around 34 issues:

Mmm. Sounds like an issue in Jira.
No release exists in central

You raise a good point. I propose to review jira projects:
- MPLUGIN for maven-plugin-plugin
- MPLUGINTOOLS for all sub projects

Like I said, maven-plugin-tools-javadoc is an independent tool so I
guess the answer could be yes.

But I am fine to align version and using using MPLUGIN. To be
consistent, I think we could also align the goupId (see [1]).

Looking closer, we left the maven-plugin-testing-tools and
maven-test-tools in shared but the testing-harness got moved. I think
for now we should move the testing-harness back out of the tools and
then create a new plugin-testing structure. There's not a good reason to
mix runtime plugin tools and things only used to test the plugins.
There's a big difference in how we would want to handle those at release
time.

Well, they already had: There is maven-plugin-plugin 2.1, 2.2 and 2.3 in 
central but only maven-plugin-tools-api/maven-plugin-tools-java 2.1.

Will MPLUGIN and plugin tools have different release cycles? If the

Nope. I proposed to create a new jira project for plugin tools (see MPA-107).
MPLUGIN will be for the Maven plugin.

Is it the wanted behaviour? For instance, maven-plugin-tools-javadoc
is able to leave alone.

I think this is partially my fault. When Vincent bought up the idea of 
aligning the groupIds within the plugin tolls, I gave a few reasons for 
*not* doing that. So Vincent reverted that commit.

However, I think that also reverted the aligning of versions (to 
2.4-SNAPSHOT) in pom files that had been done. I *do* think all parts of 
plugin tools should have the same version, now that they are going to be 
released together.

This was the reason why all the versions were aligned previously... I  
consolidated the JIRA since it was expected they would all be released  
together.

Is there a chance to change image for marking 'non reports' goals
to something... different? I'm sorry that I cannot provide any replacement

I'm under impression that those marked as 'red' are... deprecated?
not-yet-finished?
I know what this red mark vs green mark means but if  It'd be a maven
novice, I'd be scarred using something marked as 'red'.
