[3/6] incubator-mynewt-site git commit: Note installation for newt
and newtmgr may not work on Ubuntu versions lower than 16. 1) Add note that

2) Provided instructions on how to manually download and install binary if user doesn't want to upgrade Ubuntu. But they
will want to upgrade if installing from source.
