This PR adds a `failOnGetSchemaErrors` option for `SchemaRegistryBasedAvroBytesDecoder`, if set to false it treats schema fetch errors as ParseExceptions instead of as runtime exceptions that will fail the ingestion task.

- [ ] added integration tests.
- [ ] been tested in a test Druid cluster.
