It was not intentionally requested to be disabled. There are several repos associated with the qpid project. The proton repo moved from svn to git and a request was likely made to switch review board for that project. This request however is for a different repo, that remains in svn. I am on the PMC and we definitely want to have reviewboard for qpid (i.e. for http://svn.apache.org/viewvc/qpid/trunk/qpid/). 

I'm assuming we can have several different repos configured for review board, so the qpid-proton-git should remain as is.
