{{ConfigInstaller}} has logic to synchronize the config provided in the file with ConfigAdmin state i.e. any config provided in config file should reflect the same in ConfigAdmin. 

In doing this it looks for any config which is not present in local config file but present in ConfigAdmin. If any such config is found then it is removed. However current logic has a bug if the config is unchanged it considers all the config as not found and removes all
