The following line in the BufferingSink on [this page|https://ci.apache.org/projects/flink/flink-docs-release-1.13/docs/dev/datastream/fault-tolerance/state/#operator-state] has a bug:
if (bufferedElements.size() == threshold) {
It should be {{>=}} instead of {{==}} , because when restoring from a checkpoint during downscaling, the task may get more elements than the threshold.
