   ## Expected Behavior
   According to docs `/_active_tasks` should not return list of tasks to users having no `_admin` role. 
   
   ## Current Behavior
   Seems at least all 2.1+ versions expose this endpoint to any authorized user. However, at least 1.6.1 does not.
   
   ## Your Environment
   * Version used: 2.1.2, 2.2
   * OS: Xenial
