how to setup cocoon2 with Apache Tomcat on WinNt?

I have Tomcat and Apache working, but not Cocoon2.
If I request http://localhost/cocoon/welcome (for example), I always get

It seems that at least Cocoon is running, but somethings wrong in the
sitemap handler (?).
Can anyone help me (setup follows)?
Is there a step-by-step howto install/setup Cocoon2 with Apache Tomcat
anywhere?
The best guide was in the well-known excerpt from the O'Reilly book, but it
is for Cocoon1 and didn't solve my problem.
