I haven't had a chance yet to figure out exactly is going on, so for
the moment I have mod_perl's Makefile.PL swap the order back to the
way it was in b10.  But, there are people who use Apache with both
mod_php and mod_perl, so I hope to find a better solution soon if the
Makefile.tmpl order is going to stay as-is for 1.2 final.
