This is fixed by making Gradle a dependency in Cordova-Android 6.4.0

You should be able to delete these files and proceed with the upgrade, but Cordova shouldn't be leaving artifacts in the gradle directory if all we're doing is running the wrapper.  It would probably be best to include gradle as a dependency in the next major version.
