Change bar implementation, new patch

Dear all,

after quite some time, I finally found a few moments to collect the patches
I did to support change bar creation in fop.

A new patch is attached to PR 48548, see
https://issues.apache.org/bugzilla/show_bug.cgi?id=48548

That patch against /trunk as of today adds support for change bar creation
and makes the test case also attached to the PR work.

It has received some testing on documents generated from DocBook.
