[java] qpid.0-9 branch status

The broker on the qpid.0-9 branch now compiles and starts as of revision 
496586. There are still quite a few stubs (grep for XXX to locate) that 
need to be filled out before it will actually function. The java client 
still has compile errors, so the only way to interact with the broker is 
using the python client, and currently that dies pretty early on in the 
connection process due to some missing wiring in the broker.
