New jars needed to build cactus

Hi,

I've added 3 new jars that are required for building Cactus. They are
are xercesImpl, xmlParserAPIs and nekohtml. They are required for the
Ant Integration which itself requires them because HttpUnit requires
them.

If you're building Cactus from the sources, be sure to check the
build.properties.sample file.

Note1: The Eclipse plugin probably needs to be modified to accommodate
this change.

Note2: You can easily grab the required jars from
http://www.ibiblio.org/maven
