Valid errmsg content in mod_include

The errmsg value can be set in mod_include using the config directive.

Can the user specified errmsg contain SSI directives, or is it limited
to containing only text/html?

If it can contain SSI directives then any mod_include generated error
messages must be handled via a sub request. If they can only contain
text/html then they can be generated/processed in line.

They were generated via ap_r* calls which just did the right thing but
ap_r* calls cannot be used because of the processing loop they create.
