In the example in attachment, the dependencies are:

* Main depends on Excluded
* Tck depends on main but excludes Excluded

Calling {{mvn reactor:make -Dmake.folders=tck}} will compile all three projects but one would expect only Main and Tck to be compiled since Excluded is excluded.
