previously, user's could add their own repositories to override.xml but this was removed.
The ability to do this is required. It could be done in a properties file, perhaps like so:
maven.repo.<id>.name=My Internal Repository
maven.repo.<id>.url=http://...

this only makes sense for the mirroring strategy really - putting off until a mirror is considered a first class citizen (and we have one!)
