On Windows 8.1 did you use an e-mail address as your account ID?

If so, you may need to verify yourself as the owner of that account and the
password you use with it.

 1. Find the Windows 10 Settings panel. Look for an item that is about
verification.

 2. If you don't see it immediately, look under "Update & security" and if not
there, under "Accounts" on the Settings panel.

If this is not enough information, or you don't find it (or you did it
already), report here.
