patch to export mod_rewrite.h for the 2.2 branch

r720590 ( https://svn.apache.org/viewcvs.cgi?view=rev&rev=720590 ) exports mod_rewrite.h in Makefile.in only, but not in makefile.win.
The export is present in Makefile.win in trunk (and also twice in Makefile.in
in trunk).
