Allow Forge AWS deploys to describe Auto Scaling groups
GitHub Actions UpdateEnvironment failed with
autoscaling:DescribeAutoScalingGroups. Grant describe on Auto Scaling
and EC2 instances so Elastic Beanstalk can inspect the environment.
