Oozie patches process changes

Dear Oozie developers,

We need to change the way we submit patches to Oozie.

We cannot use ReviewBoard on its own because it does have a check
(like JIRA does) to grant license of the patch to Apache (that is the
reason we asked some of you to explicitly grant your patches in JIRA).

I'll update the How To Contribute page with a new process. Once I have
the draft I'll ask for feedback.

In the mean time, please attach patches to the JIRA.
