> Currently, the controller does not allow scanning and initiating "at the same time". If the host sends the "create connection" command the controller uses the scanning state machine in order to listen for advertisements. Since there is only one scanning state machine the controller cannot instantiate both a scanner and initiator. The controller should return an error in this case and it does not.
