While verifying JIRA ticket DAFFODIL-1876, found that although the majority of the performance degradation from the FormatInfo changes (commit a1d881) has been recovered, there is still performance regression on several data format tests. 

The most significant performance regression occurs with formats army-drss, asterix and nato-stanag tests.
