[CANCEL][VOTE] Release Apache NetBeans 11.3 [vote candidate 1]

Sorry I miss the cancel tag in my previous mail.

I prefer building a VC2 that includes the fix from Matthias. No possible to release with LICENSE issue identified.

Will resend voting thread once ready.
