During graceful shutdown then the inflight counter can report 4 when there is only 2

12:03:48.593 [Camel (camel-1) thread #5 - ShutdownTask] INFO  o.a.c.i.e.DefaultShutdownStrategy - Waiting as there are still 4 inflight and pending exchanges to complete, timeout in 42 seconds. Inflights per route: [route1 = 4]
