Review Comment:
   nit: I think changing the second condition to `openMailboxCount == eosMailboxCount` would be more readable, since openMailboxCount will never be less than eosMailboxCount.

   Should we use an `ArrayList`? I'd assume that would be faster than a `LinkedList`
