Struts has multipart handling built in. If you try to handle it yourself in an
Action, you will find that the input stream has already been consumed by Struts,
so there is nothing left for you to parse. That is why you are seeing nothing
returned.

All you need to do is define the file items as FormFile items in your form
beans, and Struts will take care of parsing the request and populating your form
bean.
