[jira] Created: (INCUBATOR-46) [policy neutral] tightened prose

[policy neutral] tightened prose
--------------------------------

                 Key: INCUBATOR-46
                 URL: http://issues.apache.org/jira/browse/INCUBATOR-46
             Project: Incubator
          Issue Type: Improvement
          Components: policy
            Reporter: Robert Burrell Donkin
         Assigned To: Robert Burrell Donkin

This patch tightens the langauge and removes discursive paragraph. The discursive material is better suited for guides and will be moved there. I have no clear idea what " (including code held in publically
-available SVN)' means so I think that it can be removed without altering the sense of the policy.
