[Bug 53175] New: Windows build reporting wrong week and day numbers using SII

Using SSI, My Windows build of Apache is returning the wrong week and day
numbers. Appears to have started at begining of March but not sure of the date.
(Same results on a number of diferent machines running Windows 7 and Windows
XP) Unix build on my hosted website is returning correct numbers.
