00_FVGT_File001.cf is fullof rules which are being published as T_FRT_* rules
Normally these would be rules in testing and not published in 72_active.cf with
the T_ tag.
Need votes to deprecate 00_FVGT_File001.cf which contains rules when Fred was
with the SARE group (2006/2007) (trying hard to cleanup rule rot and speed up
stuff)

+1 here and I think we need to revisit the sandbox policies. In hindsight, I
agree with Warren that the sandboxes are too necessary to be changeable by all
committers under a CTR policy. I need to look for that debate chain.
