I discovered a resource leak in the BaseLocaleUrlDefinitionDAO.loadDefinitionsFromURL(URL url) method.

If the URLConnection is opened it must be closed.  While this is not evident in production modes, when set for refresh options, this will result in an increasing number of file-handles left open.

Please correct this to clean up opened resources.
