[jira] [Commented] (LEGAL-588) Tidy up release policy

    [ https://issues.apache.org/jira/browse/LEGAL-588?page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel&focusedCommentId=17454309#comment-17454309 ]

Henri Yandell commented on LEGAL-588:
-------------------------------------

1) SHOULD appears many times, both in upper and lower case.  RFC definitions: [https://datatracker.ietf.org/doc/html/rfc2119]

I like SHOULD meaning Recommended, but we MUST review the text in full first.

2) The only SHALL appears to be this sentence:
{quote}Projects SHALL publish official releases and SHALL NOT publish unreleased materials outside the development community.
{quote}
I think this means MUST, and I suggest we simply fix by replacing with MUST.

3) The 2nd paragraph in Publication is:

{quote}During the process of developing software and preparing a release, various packages are made available to the development community for testing purposes. *Projects MUST direct outsiders towards official releases rather than raw source repositories, nightly builds, snapshots, release candidates, or any other similar packages.* Projects SHOULD make available developer resources to support individuals actively participating in development or following the dev list and thus aware of the conditions placed on unreleased materials.
{quote}

I suspect it ends up here because there is not a clear other place to put the text. I read it as a clarification related to the SHALL NOT part of the first paragraph.

> I think there are some issues with the release policy documentation [1]
> - SHOULD is not defined: is it used in the sense of RFCs?
> - does SHALL mean the same as MUST?
> - the Publication paragraph [2] is confusing: what does the last sentence mean? Also it does not appear to be referring to release items so why is it present in this document?
