CircuitBreaker for update requests

Hello,
The circuit breaker flow today hits only during searches. Curious to know
if there was any specific reason why the update flow was omitted from
invoking the circuit breaker?

Bulk indexing jobs can also be a cause for high resource usage, potentially
causing service degradation.
