Re: Help to install Jenkins plugin for flaky tests and review PR

Recent ci-beam issues were root caused to this plugin (
https://issues.apache.org/jira/browse/INFRA-22878) and the plugin is
disabled. (It might even be a known issue:
https://issues.jenkins.io/browse/JENKINS-49563)

I wonder if we should rollback https://github.com/apache/beam/pull/16253 as
well? Since the plug-in is no longer available.
