S3Acan support lower-cost S3 storage through reduced replication

# add option to ask for this on PUT/COPY
# add a test (optional for other S3 implementations?)
# handle a 405 response when [an object has been lost|http://docs.aws.amazon.com/AmazonS3/latest/dev/RtnCodeLostData.html]. Perhaps uprate to an FNFE, or add a new exception.
