When new code is pushed, a cron restarts the reactor service. After the restart, however, tailing /var/log/allura/allura.log shows a strange error occurring when the Allura repo refresh is kicked off. Strangely, stopping and starting the reactor *again* seems to fix it.

Need to fix so that code deploys are reliable and reactor remains running.
